Gets PR diff using GitHub CLI
Parameters
- _: ProviderConfig | null
  config (unused in this source)
- prId: string | undefined
  GitHub PR number. When omitted, GitHub CLI resolves the PR for the current branch.
Returns Promise<string | null>
GitHub PR diff content or null if not found
