All dev/shell tool names carried in the GthConfig.builtInTools registry. These are emitted by GthDevToolkit via the dev-tools bucket, NOT loaded as plain built-in tools — so getBuiltInTools skips them (a run_shell_command entry in builtInTools is legitimate, not an “unknown built-in tool”).
