BATCH-48 — the run-level tool-coverage floor, as authored in gth config.

min is a percentage of the post-waiver denominator, the same unit a suite’s tool_coverage.min uses and the same unit the figure is printed in. waive is the exemption list at the same scope: a floor graded against a denominator the run has no way to correct cannot be set honestly, because tools an allowedTools filter removed stay in the denominator and can only ever read as uncovered.

Minimum percentage (0–100) of the run’s post-waiver denominator that must have been exercised.

Tool-name globs (the must_call matcher) whose matching advertised tools leave the run’s denominator. A suite’s own waiver does not do this — only this list does.
