Composes the path a global config file would occupy inside an ARBITRARY global dir:
<globalDir>/<filename>, or <globalDir>/.gsloth-settings/<identityProfile>/<filename> when a
profile is named. Split out of getGlobalGslothConfigReadPath so the dir and the
profile-segment rule are separable — a caller (or a test seam) that must substitute the global
dir gets the real composition rule instead of reimplementing it and drifting from it.
A blank/whitespace-only profile name counts as “no profile”.
